This is because they essentially allow a PAL Device to be connected to an NTSC TV or DVD Player, and a NTSC Device to be connected to a PAL TV or DVD Player. The reason it fits both is because one side of these connectors is a Belling-Lee Style of port, which is only used in Foreign Countries overseas or, in other words, countries that have a PAL Signal. And, the other side of these connectors is an F-Type Coaxial port, which is familiar to anyone who lives in the USA because that is the standard type of Coaxial connection that we use.
